Anytime is a worthy time to visit the American cemetary. That said, Normandy is pretty grim weather-wise in mid-winter. There will probably be few tourists and the place will be wind-swept, gray, and cold, but perhaps that is a fitting backdrop for your intended visit.

Bundle up! You won't find much open on the coast itself (Deauville, Trouville, etc.), but Bayeux is a great inland base. FYI: Chateau d'Argouges (correct spelling) is a great place to stay in Bayeux. The hotel is well described in the Karen Brown book.<BR><BR>Be sure to visit the Peace Museum in Caen (preferably before visiting the landing beaches) for a terrific exhibit on the invasion.
