It's settled, New Years in Venice!!
Any suggestions or recommendations?
Are there any events which we must purchase tickets in advance for?
I know the weather will not be ideal but we are coming from Chicago (which probably has the most unpredictable weather in the world, temperature changes from winter to summer in 1 hour)

I don't know of specific events that time of year - but do book your hotel ASAP! I tried to book 60 days out for a non-descript time in October and my top two choices were booked.
Doge's Secret Itin is the top Venice attraction people will tell you to book ahead of time. I've been once and we made it into everything without reservations or long waits - but I'll be certain to post soon after we return Oct 31st. (one quick tip is to try late day for attractions, say the 3-5:30 time slot. We visited the Campanile in Venice as well as the Duomo and Campanile in Florence with no waits at this time of day)

Sorry, I was so excited that I finally made a decision, I didn't give you any information.
I was looking for suggestions on moderately priced hotels in good locations. We really don't need luxury or alot of amenities, just clean.
Also, recommendations for a restaurant for New Years Eve.
We have 8 nights in Italy and are spending 3 of them in Venice. The other 5 we are thinking about 2 in Florence and 3 in Rome. Or alternatively 4 nights in Rome and spending 1 less night in Italy. Any opinions on either itinerary?

If you'll provide your budget info then we can give you some hints on hotels. My suggestion is that once you get your hotel reservation, you need to correspond with them on the best place for dinner on NYE. They'll know what's going to be open and how expensive it'll be.

Most of the restaurants that open on NYE have fixed price menus, usually with multiple courses. Depending on how far before new year you're arriving in Venice, I suggest that once you've got your hotel sorted you ask them for a reccomendation and make a booking.
The main new year events happen in San Marco with hundreds of people letting off firecrackers in a seemingly completely uncontrolled manner (quite scary for me who comes from Australia were in our state they're banned!). At midnight there are fireworks.
You should note that they stop the vaporettos running up and down the Grand Canal early (I think around 8pm) on New Years eve and they don't start up again until mid-morning on the 1st. It's not really a problem as you can easily walk to San Marco from most areas but it might be wise to consider this when choosing your hotel.

One of the hotels we were checking into is Hotel Concordia which, as the description states is "a few steps from St. Mark's Square." Does anyone have any opinions on this hotel?

I spent NYE in Venice several years ago. We went to Antico Martini, a very nice but pricey place. They had a live music combo in their bar area called Scala Martini where there is a dance floor. It was a set price multi course menu with unlimited wine included. We were amazed how good it was. I think it was about 150e/person but other places in hotels were much more. We loved it.
