Quebec City on the Weekend of Saint Jean Baptiste Day

Quebec City on the Weekend of Saint Jean Baptiste Day
My adult daughter and I will be arriving in Quebec City on Saturday, June 20 and departing on Wed. June 24 for Montreal via rail. Only after I had made all the reservations did I realize that Wednesday is Saint Jean Baptiste Day. I have a few questions.
1. Not related to the above information, but we will be arriving at the QC airport about 5:30 pm. I'm not sure how long it takes to get through customs, into town, and checked in, but I estimate we will be checked into our hotel in Upper Town by 7:30pm. Any suggestions on what to do that first night? After traveling all day, we'll want to move around a bit, preferably outdoors. Are there good places for evening roaming?
2. I've learned that the celebration of Saint Jean Baptiste Day occurs on the evening before the holiday. Does this mean that things will be closing early on Tuesday? What about Wed. closures? And do the closures affect tourist attractions or are they mainly government and office closures?
3. Any suggestions for things we should plan to do or not plan to do on Tuesday?
4. Lastly, what are the typical hours of operation for shops and tourist attractions and are they different on Sunday?
I fear that with the holiday, we may lose "tourist" time, but we may also gain a very interesting cultural experience. I'd love suggestions of how to make the most of our time there during the holiday.
