JDePillars: Sorry, can't tell you about Dim Sum, but for High Tea or a Cocktail I would definitely go the Raffles. Not to be missed anyway. I just *love* this place.
If you want a good place with a nice view, you could go to the Westin. Breathtaking at night.
Westin resturant is now closed for renovations. Try high tea at Raffles or Shangri La. For Dim Sum try Tung Luk or Pearl River.

Shang Palace at the Shangri-La has very fine dim sum.
Many hotels serve high tea on weekends as it is a favourite past-time for Singaporeans.
