Lufthansa Intra-Europe Travel: How strict on hand baggage?
I'm flying from Munich to Budapest. My carry-on luggage meets Lufthansa's size and weight max. I have a backpack that is about 5" taller than the 14" max. The other dimensions are in check. I'm sure I could squeeze it under my seat since most A320s have 16-17" underseat width. Question is do they inspect the hand bags at check-in or boarding?

They don't.
If it fits, it fits.
If it doesn't or all bins are full it goes to the belly. For this worst case scenario you should pack a plastic bag to take your personal belongings, valuables, medication out of your backpack before they take it to the cargo bay.
If you just fly MUC-BUD with this backpack as your only luggage that you wish to carry-on, you won't use the check-in facilities.
Upon entering Terminal 2, you will see the check-in kiosks to get your boarding pass. Or you do it in advance with your smartphone.
With the BP you proceed thru security to your gate.
At the gate, your BP (or rather the bar code on it) will open the automatic turnstile to access the jetway.
But you probably know that you can check your backpack without extra costs?
If it fits, it fits.

Thanks, but I think maybe I wasn't exactly clear on my plan so let me start again...
I plan on taking one carry-on bag (dimensions and weight w/i Lufthansa's maximum) PLUS as my smaller "hand luggage," a backpack to go under the seat. The backpack is a few inches longer than what Lufthansa allows -- but is w/i other airline's allowable size.
Lufthansa allowed for one checked bag but I don't want to check.

I see.. so you would have your carry-on bag as your regular one piece carry-on (ok, that does sound silly, I know), plus your backpack as your additional "personal item"?
While "other airlines' allowable sizes" are obviously of zero relevance, the result remains the same.
As LH does not check luggage when you board intra-EU flights, you have a very good chance to get away with it.
But you should pack your bags in a manner that your lesser important stuff is in the larger carry-on and your relevant stuff is in the backpack. If the bins are full, the larger bag will be checked - regardless if you want it or not.

Cowboy, do they still board from the back and the front at the same time? I hated that. Last people boarding had no place for big bags and the FA was yelling at them over the microphone. Flying in May with them on intra-EU flights.

That depends.
If you board from the terminal building you have just one jetway to the front door.
But as the midfield satellite terminal has not opened yet, many flights board from parking positions where you get bussed to. There you have old-fashioned gangways both to the front and the back door. Though this is usually no problem - if you got row 1-15 you take the front gangway, for rows 15-30 the rear.
