I like the Eldan on King David St.
YMCA next door is less expensive
King David across the street is much more expensive.
Eldan is simple, clean, helpful.
There are several other upscale hotels nearby that are a bit less than the King David.
The neighborhood is close to the Windmill, a 10 minute walk from the Old City Jaffa gate, from downtown Jerusalem, 5 minutes from a park, a supermarket, ...

We stayed at the Dan Panorama (great hotel)- clean and lovely rooms, huge breakfast. It is around the corner from the YMCA and King David. Close walk to Ben Yehuda St and the Old City. Contact Regent Travel (ask for Orit) and you can get very good rates. We booked all of our hotels through Regent for our trip in July and they have great prices and Orit is helpful and really efficient. We were in Israel when the war broke out and she assist us to revise our plans over a period of a few days - she was patient and very helpful.

If the budget is not an issue, David Citadel--can't beat that 5-10 min walk to Jaffa Gate, views of Old City, lovely terrace restaurants.
My other favourite hotels are Dan Panorama (agree with the previous poster) and Inbal (large room, easy walk from both Old City and New City, nice lobby--heavenly milkshake! Good landmark for meeting friends etc)
