I agree with Sylvia. 25 years ago Silver City casino quickly went out of business after going "non smoking"...and the casino owners (there are only, what , 4 conglomerations that own all of Vegas these days?) have never gotten over it. They just "won't go there". I imagine they monitor the little "non smoking sections" of some casinos, see that they're not overcrowded with gamblers, and move on.

Another point to be made is that they want Las Vegas to be known as "Sin City" and they like to keep a minimum of rules in place as far as what people can and can't do. They allow drinking on the sidewalks etc.

Did you know that many Vegas casinos actually recycle cans and bottles? But you won't find any "recycle here" containers anywhere in Vegas because they like to keep a low profile and not "enforce rules". They actually hire people to dumpster dive and go through all of the trash, removing bottles and cans, rather than ask people to put cans and bottles into separate receptacles.
