I suspect it is because everything past the mean high tide mark is U.S. Govt territory. In other words, you can't have fee simple ownership over the water. So you would need to have a permit from a myriad of agencies to do such a thing, which for private enterprise is a fairly difficult thing to accomplish, especially for residential or commercial ventures.

Hi Debra,I loved the Overwaters in
Moorea and Bora Bora.I looked into
the Maldives also but it's such a
long ways. I know,I know,so is Tahiti but the stop was in Los Angeles not Saudi Arabia! It's a scary thought to travel over to those countries.Even as just a stop-
off to the Maldives. I'm sure it's an fabulous place to visit. My next
trip is this June and I'm going to
the island off from Puerto Rico called Vieques.It sounds wonderful.
No overwaters there either but I rented a 3 Bedroom/3 Bath house with a pool.Should be great.

hmmm,Yes it is.(But they don't bomb
civilians!!)Actually just 1% of the island gets used for target practice. I read somewhere that the Navy is suppose to be out by April,
2003. And hmmm,that crack I made about civilians is meant to be funny. I'm not comfortable traveling over to Saudi Arabia.The thought makes me nervous.It's just me. Nothing I said was intended to offend anybody.

Its because of the type of island formations. Boro Bora has a cental island and is surrounded by motus -- initially a ring of coral that builds up into islands. This creates a calm bay where over-water bungalos can survive. In Hawaii and most other islands, the waves would pummel the bungalos.
