One of the things that has truly vexed me are comments to the effect that "X hotel/motel does/does not deserve its (whatever) rating."
That begets the question - "Exactly how do evaluators go about determining a rating?"
So, if you're interested enough to do some clicking, here's how to get to the AAA's hotel checklist and see for yourself what determines the number of diamonds an establishment is awarded.

-Resultant Screen: Evaluation Information - Lodgings

Mobil (tougher and more consistent than AAA, IMHO) is much easier to navigate:

I don't think the AAA ratings mean anything these days. I stayed at two budget properties recommended by the AAA book and they were beyond awful. So bad we checked out of one even though we were waiting for the rest of our party at it was past midnight already--and that's bad! We're talking seriously unclean.

No question, the ratings are flawed inasmuch as what is what inspector's two diamond property is another's one and yet another's three.
Though it sounds like the places Monica experienced should not have appeared in AAA's tourbooks, much less earned even minimal approval.
From personal experience I've found Mobil to be more accurate and more consistent than AAA in rating lodgings.
The problem is that Mobil appears to rate far fewer properties than AAA, but their standards are tougher. (A Mobil 3 star could easily be an AAA 4 diamond.)
If, by chance you find them in agreement (equal number of stars and diamonds), you're probably safe.
If there's a variance between the two, go w/Mobil as the more accurate since they seem to have tougher, harder to please inspectors.
If Mobil hasn't rated a property, but AAA has (but you have personal experience or can obtain a report from a reliable source, you're probably OK).
If all else fails -- punt.
