I would suggest Two Quail in DC. It is a few blocks from Union Station on Massachusetts Ave. in a cute little neighborhood in Capital Hill. It has great food. I would call it Continental/New American. It has so many fabulous, yummy things on the menu. But the best part is the atmosphere, very low lights, very unusually decorated, very interesting and very romantic. It is consistently voted as one of the most romantic restaurants in DC by Washingtonian readers.

Wherever you go, I'd make reservations ASAP. The good restaurants get booked weeks in advance for Valentine's Day.
