A cab from Newwark airport to lower Manhatan is a flat fare of $40, not including tolls and tip.
I live on 14th Street in Manhattan and always take the Airtrain. The fare is $11.50 from Newark Airport to NY Penn Station. You can take the subway or a cab from Penn Station. If you have heav luggage you probably don't want the Airtrain.
There is a suttle, but I've never used it.

The following websites list taxi rates and transportation options from Newark into The City. There is no flat rate into Manhattan from Newark that I am aware of. There is a flat rate to The City's boroughs (Brooklyn, Queens, Staten Island, and The Bronx).

We had a flat fare from Newark to Manhattan last January. The fare is determined by zones, so it's not the same rate to all areas of Manhattan. Battery to 58th Street on the westside is $40. Eastside is $45.

You have a new option that makes it easier to get to the Battery area. The WTC Path station reopened on Sunday Nov. 23. You can get the PATH train at the Newark Penn Station. Fare, I believe, is $2. Whatever the cost of a taxi add a $6 toll and a tip.

Further to the previous post, if you don't have much luggage the train is the way to go. You can take the Airlink (ie, Monorail) at the airport to the train station, then a train to Newark, then jump on the Path. It involves a few changes that way, so if you want the easy, no hassle way, taxi is the way to go. But the train is not bad also.
