The tax depends on which county you are in. The base sales tax in California is 7.25%. Then you will have a higher tax in Metro areas such as San Francisco, which is 8.5% and Los Angeles which is 7.25%. The outlying areas usually will have a lower rate. It just depends.
And yes, they do tax clothing. They tax about everything in California. (yes I am a resident) Some stores have taken to having "No Sales Tax" promotions, which the store will pay the sales tax and you just pay the sticker price.
Depending on where you are planning to head, you do a google search of "Califonria Sales Tax" and it will give you the start for finding the rates on the area you are visiting.

L.A. county has been at 8.25% ever since they enacted a "temporary" sales tax hike after the Nortridge quake.

Sales tax varies from county to county. In urban areas such as LA and San Jose it's 8.25%. In more rural areas around Sacramento it may be less. I agree with going tot he outlet malls. In the San Jose Bay Area the Gilroy Outlets and the Great Mall of the Bay Area are two of the best places for outlet shopping.
