I don't think waterproof shoes are a must as it rains often and I'm out in sandles, unless you are hiking or something. But definately bring some layering stuff. It's generally in the upper 50's-low 60's. You'll get at least some drizzle so a light weight jacket for that will be good.

I've lived here 16 years and never felt a need for waterproof shoes. It's not *that* wet here. My allergies would certainly appreciate more rain at this point. 
Real spring weather arrived early this year and I switched to my light jacket a few weeks ago. The rain that we have gotten in the past month has been so light as to be inconsequential. It's been mostly 50s and 60s with some days venturing into 70 territory. There was even a record 80 degree day a couple of weeks ago. That being said, I'd pack for all possibilities. Layers are the way to go, as Seattle weather often does 180s, particularly this time of year. Too bad you're not coming this weekend. It's supposed to be sunny and in the mid to upper 70s.
