Whenever I go to CA I always pack a comfortable pair of yoga pants, flip flops, a couple of long sleeve t's (one white, one black) a denim or khaki skirt, a pair of shorts and a jean jacket.
Unless I need to get to get dressed up for something, this is pretty much all that I need. Oh yes, maybe a bathing suit & cute little cover up that can also double as a cute sundress.

Oops - hit the send button before realizing your post said San Diego, not San Francisco! Apologies - it's been a looonng day (I worked) and I'm a bit distracted by gymnastics on TV!
In any case, I'd still recommend layers in case evenings are cool, as well as bathing suit and shorts for warmer days.

It's been perfect weather here the last couple of weeks.
The suggestion to pack something a little warmer if you plan to go out on a boat or stay by the water is a good one. Barring that, dress for warm weather. Unless we're in for a very unusual summer, it'll just get hotter.
I think it’s a good idea to bring along a light weight cotton shirt with sleeves if you’re planning to wear a tank top in the sun for a long time. Especially if you tend to burn. Don’t forget sunscreen and sun glasses. Comfortable shoes if your going to the zoo and Balboa Park. And a cover up for the beach.
BTW, if you’re planning to go to the zoo, it’s open until 9 pm in the summer. If you want to see the big cats they get active in the evening. Get your hand stamped and go have happy hour at the Prado in Balboa Park before going back into the zoo.

Evenings can cool down, but only a light sweater/jacket/or long sleeves is necessary. I was on Shelter Island last night and was comfortable in a sleeveless top and capris. Tonight in La Jolla, it was pleasant. We can get very warm late Aug/early Sept. where it can be 90's+ just 10 miles inland from the coast, perhaps hotter. Aim for comfort! Casual is fine.
