LA is a big place. What do you want to see while there?
The Marriott Courtyard Marina del Rey is relatively budget, like about $159. The LAX hotels are ok and probably cheaper, if you don't mind the noise.
I like the Inn at Venice Beach, for its location. Prices are good, includes breakfast, management is good, parking is about $8/day. Ask for a room overlooking the courtyard.

It all depends on what you plan to see and do and whether or not you will have a car. Be careful, there are budget accomodations listed on many travel sites as "Los Angeles" but they are on the way-outskirts with no good public transportation nearby.

What are you planning to do while in LA? Public transit is not very good and will not always take you to touristy places. If you give us an idea of what you would like to see, we might be able to help a little more.

There's a budget place near the UCLA campus, since it's a student hub you have great easy bus transportation to santa Monica beach, The Getty Center, Beverly Hills etc, and lots of cheap dining nearby. Also the Flyaway Westwood bus from LAX airport (picks up outside baggage claim) will get you to the neighborhood quickly and for 5 bucks. ClaremontHotel.net

Were I in need of a safe, inexpensive place to stay near public transport, I would first study transit maps and schedules to decide where I want to stay: http://www.metro.net/
I would then use maps.google.com to locate hotels in that location hoping to find, perhaps, a hotel operated by this company: http://www.choicehotels.com/
