Restaurant Row is actually in the Dallas suburb of Addison. It's about a 3 mile stretch of Beltline and a couple blocks off, with over 100 restaurants, many of them chains and just so-so dining, but some good places as well. My favorite Tx-Mex restaurant, Cantina Laredo happens to be there. There's something for practically everyone in this area.
There are other areas that are beginning to get the same name, a stretch of Northwest Hwy as you head toward Irving for one--not sure which you mean.
The original got its name after Addison voted to allow liquor by the drink some years ago. Restaurants flocked to that section of town in droves as it's convenient to all "North" Dallas, Richardson, and Plano...lots of thirsty people looking for a place to have dinner and a drink without buying a club membership! The more restaurants that came, the more people, the more restaurants etc. It grew like Topsey.

This stretch has gone donwnhill over the last several years. Large restaurants have moved across the freeway. What still stands..Dave and Busters down Composite Dr., San Francisco Steakhouse was there, believe it moved. Denny's, Bennigan's. This stretch is along I-35 at Walnut Hill Lane on the east side of the hwy. Walnut Hill Lane is between Northwest Hwy (Loop 12) and I-635. On the west side of the hwy at I35 and Northwest Hwy you have a tremendous selection of restaurants - Pappasitos, Pappadeaux's, Chili's, several other large restaurants. This side took over when "restaurant row" slid.

When I think Restaurant Row, I think of the stretch right there off 35...where Old San FRancisco's is...I don't know what is there now. it is not safe and always seem to be some type of shooting or knifing there. Definetly head to ADdison--Beltine is off if 35 or Central Exp (75). The roads are NARROW and BUMPY so be careful. Although I have never eaten there, there is a good Brazilian owned restaurant there..I can't think of the name right now! I ditto Olive's tex mex speciality..definetly chow down on some of that!
