F, you live to annoy, don't you?
The area is safe, rutheye. The thing is, you must really pay attention to the parking signage to avoid getting ticketed. There are several places in DC where you can park for free after 5 or 7pm on Friday until Monday at 5 or 6am, but others are more restricted. The less restricted spots are, natch, harder to find.

Yes it's safe. What day/time are you planning to park it and what time will you be pulling out? If you are patient and don't mind circing the block a few times you should be able to get something. Again the day/time you are searching is the big question.

I did the DC parking on the street thing this summer when I was in town for a conference. I found a fenced lot that let me park overnight for three nights at a significant savings over the hotel garage (Hampton Inn near the NPR building), and then three nights I parked on the street. But DC parking cops are ever vigilant. If the sign says NO PARKING or move your car by 7 am, then you better heed them. Good luck to you!
