Check out http://sandpiperbeacon.com Looks like a wild spot during Spring Break.
The resort is pretty far west. I prefer the Thomas Drive area, closer to St. Andrew's Park and Panama City.

I live in Orlando and the vacation we took with our kids in Panama City Beach was the best we ever had! We stayed in a large high rise 2 BR apt. that was called, I think, the Regency. Two large pools, excellent beachfront location. Economically, a few apts. might be the way to go.
