Depends on what you're looking for, nakra. Wayfarer has probably the best seafood menu, and is the nicest place in town that has any kind of a view, but I don't think that the quality of what comes out of the kitchen is nearly as good as at Newman's.
All things considered, I'd personally choose Gower St. Bistro over either.

weather in Feb is totally unpredicatable - anywhere from snow and ice to rain or even a nice balmy day
First year I moved to Oregon, Feb was beautiful - fruit trees starting to bloom, beautiful
Next Feb I told my Canadian relatives to come for a visit because the weather was great in Feb- they came and got snowed in
