I'm a life-long New Yorker. I don't think I've ever heard anyone tell me to go to 28th and Broadway for all my needs.
That said, I used the Askcity feature on Ask.com and apparently there are several clothing stores on that block.
Maybe it's the trendy new block or maybe not and like every other block, it has its share of businesses.

The only type of shopping that would interest me in that area would be sample sales. It would be very difficult to stumble across one just by walking around - most are in suites in the higher levels of some of those buildings. One good way to find these sales is to pick up a copy of Time Out New York or New YOrk Magazine for the week you are planning to visit.
If I was only going to be in NYC for a short amount of time, I would probably opt for a more "user-friendly" shopping area - W. Village, Upper East Side, Chelsea, Nolita.

Somewhere near Macy's, off one of the side streets, there are vendors who sell evertything from tube socks to underwear to knock-offs to sunglasses. It is like a mini Canal Street. Maybe this is what your friend is referring to.
