No there actually are not – which leads to another reason some of us have warned travelers away. What you may assume are independent companies are actually part of a joint venture that has been involved with price fixing and other anti-trust activities.
“Bus companies that operate most of New York City’s iconic hop-on, hop-off sightseeing tours have agreed to settle a group of class action lawsuits brought by tourists, court papers show.
The anti-trust lawsuits against Coach USA, City Sights and related entities accuse the companies of forming a joint venture to illegally monopolize the sightseeing bus industry and conspiring to fix prices above the market rate.”
“The iconic double-decker ... buses are seen all over New York City but few people know they are run as a monopoly,” Schneiderman (state attorney general) said in 2012. “The formation of Twin America has meant higher prices and less competition.”

I can also tell you that I consistently see people waiting for buses that are slow to arrive and can often be too full to accommodate more riders. Obviously some people here have not run into those problems, but I see it happen quite often.
