I don't believe such a thing exists in North Hollywood. There are a few 4-star hotels in Burbank and near Universal Studios.
I don't have any personal experience by this Hotel Amarano Burbank-Hollywood might work and is nearly in NoHo.

I'm not sure if these are in the area you want:
Loews

Roosevelt

Kimpton property

Or, choose the Beverly Hills Hotel, regardless of location

Who cares what reason they have. , I used to live in LA area a long time and lots of people live there or have reason to be there. I worked in HOllywood and knew quite a few who lived up there. Maybe she's visiting someone, who knows.
So unless hse really means the north side of Hollywood proper, the problem is that it isn't a place business or tourists stay so there aren't any luxury hotels. It isn't an upscale area, either. Of course that's why a lot of regular folks live there.
The closest you can get to that request I think is
Hotel Mariposa

which isn't really luxury but better than a lot in that area
and
Hotel Amarano in Burbank, which is probably the best option unless you go down into Hollywood etc.

Actually, there IS a Lexen Hotel in North Hollywood, but it's not "deluxe." Its location is pretty good if you're using mostly public trans to get around... walking distance to the Red Line metro and Orange Line bus station. The area is pleasant for walking, but dining options are somewhat limited.

There is also a Lexen Hotel in Hollywood on Highland about halfway between the Hollywood/Highland area and the Hollywood Bowl. It's about the same walking distance to a Red Line metro station, but Highland is a busy, noisy street. Personally, I wouldn't want to be walking around this area at night. The homeless situation is just awful.
