Non-Beef Hotdogs in NYC?

If it is non-beef, than it is a frank by name and shape only. It is like a jalapeno bagel, they are called bagels but they were not originally produced in Eastern or Central Europe. I have seen them sold in places like Whole Food and some specialty shops but not restaurants.

F&B Gudt Food is a terrific mini-chain of european inspired "street food". They have many varieties of hot dogs, including chicken & apple, pork, and even salmon. http://www.gudtfood.com/ - there are several locations
Also, the famous shake shack in Madison Park serves a really good chicken and apple hot dog - a "bird dog" www.shakeshacknyc.com
And finally you might find the cart in midtown from Hallo berlin - which sells all sort of different wursts - very delicious.
Of course none of these are the same as a "real"
NYC street cart hot dog - a boiled Sabrett hot dog with onions or even a Hebrew National all beef dog - which I suspect is what your mom is looking for . . .

I can't vouch for the quality, but this place recently opened in Tribeca:

They sell traditional as well as more creative hot dogs (tofu, turkey, kobe beef, and who knows what else).

Well, I'm sure you can get an all-pork one somewhere, but that seems even unhealthier. Is this for religious reasons or health reasons?
If it's neither pork nor beef, then it really isn't a NY hotdog, and then it's not a tourist necessity. Why not have a "slice" (pizza) as the NY food instead?
