You need to look up other threads on this forum - there have been a lot discussing the alternatives for what you seek. There are NOT many choices - $200 is low for NYC and a pittance for Manhattan. Do NOT accept an apartment, it will likely be illegal for the reason Happy Trvlr stated.

Your budget is small, and you're waiting until the last minute to make your hotel reservations. I would second LIC Queens as a good destination offering convenient transit and decent rates. But if you can find anything at a respectable hotel in Manhattan for $200 or less, I'd still jump on that if you can afford it.
Unfortunately, an apartment is not an option.

A room for 4 in the summer at a 4* hotel will be substantially more than $200 per night.
Your best bet is to look at a double double bed in a hotel in Long Island City (a decent 3* but check the reviews and how close it is to the subway). LIC Is only about 10 minutes by subway from the first stop in Manhattan and will likely be the best you can do. Don;t forget that any price quoted is pus 15% tax.
Are you flying in - or driving If the latter you will have to figure out where to put your car - since parking in NYC hotels is usually about $40 per night.
Unfortunately you waited until ver late and missed some of the hotel sales that were available earlier in the year.
