The best time to visit us in New Orleans weather wise is in either October or November, or April or May...it is beautiful then, less rain and humidity not quite so opressive.
Our best Hotel is Windsor Court which is Ultra-Deluxe in every way, also very expensive.
Royal Orleans Hotel in the French Quarter is also excellent and less expensive.
The entire French Quarter is our biggest tourist trap but one which you must spend time in to feel the City.
I'll be glad to answer any specific questions you have.

we have found december to be the best month for us.especially the 1st two weeks. we have been there four times in december and found the weather to be quite comfortable for walking and taking tours. only one trip did it rain a little bit during the day. also in december it is quite festive for the holiday season. new orleans also offers "papa noel" rates. hotels discount their rates by 50%25 and many of the restaurants offer fixed price lunch/dinners where you can sample some of the best restaurants in the u.s. at affordable prices. call the new orleans tourism office and request the "papa noel" program if you decide to go in december. new orleans is a wonderful city to visit. especially if you like food and lots of music.

I have been to New Orleans several times all in the summer. I have found the best thing to do the first time is take the gray line city tour. It's 2 hours and cost $13 (6 years ago). It will give you a great overview of the things in the city plus a little history.
