Washington DC. No matter how often you go there's always something new to see/do - as well as the fantastic things you MUST see each time - like the Lincoln Memorial. And much of it is free.
Caveat - spring and fall only - way too hot in the summer.

another vote for Honolulu.... because of the beaches, historic areas like I'olani Palace and Chinatown, Waikiki, the view from Tantalus especially the city lights at night, restaurants, walkability of many areas and good bus service, and of course proximity to the rest of the island of O'ahu.

All great cities have one thing in common, you don't have to have a plan, you can just stroll the streets and enjoy what's around you. I like some tourist areas, but great neighborhoods that limit chain stores, and not toursit spots, are what make a city unique.
Boston and Philadelphia are both built on a human scale, with their small walkable streets, always a pleasure to be in either one. Also Manayunk compliments Central City in Philly as Cambridge does to Boston.
Charleston for all those great restaurants and beautiful homes and walks along the water.
Although Ausitn is more spread out, it is so fun and funky, and all those public green areas along the Colorado River.

before any cities you have named D.C. is my favorite. It is such a beautiful city with the white buildings and no building can be height of a skyscraper so it keeps the city unique and aesthetically pleasing.
