Sky Harbor is not a mecca for Mexican Restaurants. You haven''t given an details.
To get there take the free shuttle from any terminal to Washington St across from the Crowne Plaza Hotel. There you can catch the Phoenix Metro to Mill Road, should be a short trip. There are ticket machines there. Get off at the Mill Ave/3rd St stop. Then walk a short way east to Mill Avenue. Roam up an down Mill until you find something you like.
