Less expensive than Santa Monica, is Manhattan Beach, the other side of LAX.
Check out Sea View Inn a block from the beach. Very safe city. Close to Freeways, too.

What do you want to do with your kids, go to Disneyland or ?

It depends on whether you will have a car (highly recommended with kids in tow since LA is very spread out). I second Santa Monica. It also depends on what you'd like to do. I wouldn't stay in Manhattan Beach if you're planning on doing a lot of sightseeing as it's far from most major tourist attractions and sights.

Elan Modern is convenient to many places on your list around West Hollywood/Hollwyood and in your budget. Also, look into Chamberlain and Le Parc Suites in West Hollywood.
If you want to stay by the beach and can up the budget to $250, you can consider Loew's in Santa Monica. However, this will be a 30 minute drive to West Hollywood.
