Splendid Blended is very good on Atlantic Ave. They have some outdoor tables on the sidewalk but it certainly isn't on the water. Pineapple Grill is another that gets consistently good reviews but not on any water. Recently had lunch at a place on the intracoastal also on Atlantic Ave. (near the railroad tracks) that specializes in seafood. It was pleasant but food was just ok. There are a few places on Ocean Blvd. across from the ocean including some seafood (Boston something) but food doesn't do the view justice.
Pete's of Boca is on some water and has good seafood and steaks.

Three I've been to that I really liked: Bostons on the Beach (eat on the deck upstairs), Cafe Luna for brunch, and Busch's on the intercoastal. I had seafood at Bostons and Busch's and it was great. The eggs benedict at Cafe Luna were delicious. All were al fresco and had water views.

Busch's Seafood is right on the intracoastal and is very nice. Peter's Stone crab is nearby, not on the water, but very popular. Both are off of Atlantic Avenue. The only ones I can think of on the ocean are Boston's (it's "ok" for food) and the Marriot on the beach.
