Here's the perfect combination of fun bargain shopping--with a celebrity connection:

They sell gently used clothing, jewelry, and accessories that were worn on TV shows. The clothing is identified according to which TV show it was on, but they do not tell you which character wore the item. They're in Burbank. There was a West side location that has closed. According to the website there will soon be a new West side location.
If you will be there over a weekend I'd also recommend Venice beach for bargain shopping and people watching. Enjoy!

I would not recommend Venice Beach for shopping, unless you just want cheap t-shirts.
For shopping in that area, I'd go to Santa Monica Promenade or the mall. Lots of shops and restaurants there.

If you're going to be in the downtown area, I would recommend checking out Little Tokyo, the Arts District, and Grand Park. They're all walking proximity of each other and lie on the northeast corner of DT.
Little Tokyo - I would highly recommend walking around the Japanese Village Plaza and Weller Court (Midori Matcha Cafe in Weller serves an awesome drink named Hojicha Granita).
Arts District - You could go to Angel City Brewery which is pretty lively and just down the street is EightyTwo which is a barcade that has classic arcade games and pinball machines (they're all between $0.25 and $0.50 to play). And then eat at Umami (their truffle burger is legit).
Grand Park - It's a terraced park that spans a couple of city blocks and connects the LA Courthouse to DWP. In the courthouse, there's an observation deck that's free to the public on weekdays- it's on the 27th floor so you get pretty good views. DWP is surrounded by what looks like a moat and has an awesome view of DT's skyline.
If you decide to go through with these, park at Aiso Parking Garage on the corner of San Pedro and 1st - it's a free $3 flat rate after 5 which is a steal for the area.

Nice to see a post with some actual info.
I think staying downtown would be fine, and you won't need a car if you radiate out from there, especially using the light rail and rapid bus Metro lines, and the DT Dash. For those who aren't really familiar with Los Angeles, the new Expo line gets you between downtown and Santa Monica in less than an hour. Have a look at the metro.net website for info, which may influence where you want to stay DT. I personally like Little Tokyo but probably because I worked down the street for 15 years.
