Melissa, It's chilly but not freezing. 50s during the day and low 40s at night. Sometimes a bit warmer or cooler.
Were you planning on attending the Wright Brother's anniversary?
There were many many properties damaged but it was not widespread devasation (like Hatteras Village). Businesses are open and visitors have been returning since last week.
Check with your rental agency and if the place you reserved has been damaged, I'm sure they'll try and find you an alternative. The folks who make a living on the Outer Banks want and need your business.

yes we are coming down from new jersey for the wright brothers celebration. we are staying at a hotel - sea horse i think .
other than the wright brothers - what else is there to do ?
i have 2 children 8 /11 years old

Call the hotel to see if it's still standing. About 2,000 hotel rooms were damaged/destroyed in Hurricane Isabel. Hotels are doing their best to gets the rooms back in time for the celebration.
Other things to do:
-Watch hang gliders at Jockey's Ridge state park (near the Wright Brothers memorial).
-Visit lighthouses. I think the road to the Cape Hatteras lighthouse is open (the town of Hatteras is cutoff) and there are also the Bodie and Currituck lighthouses.
-Walk through the Pea Island refuge
-There are a couple of mini-golf places near the Wright Brothers memorial.
