Newport is worth the trip, and you can "do" the mansions (don't limit yourself to the Breakers) in a longish 1/2 day, but why limit the time? Also, whether you can make it a day trip (not really a half-day trip) from Boston depends entirely on time of day and day of the week.
If it were me, I'd wait until toward the end of rush hour (9:30-10 am) to head down there, and then I'd stay until Providence rush hour's about over to head back -- there are some great restaurants for dinner there. It's about a 2 hr. drive each way IF you aren't traveling at rush hour or on Fri. afternoon or Sun. afternoon.

If you're only in Boston for one day, Newport is not really an option. I love Newport and think it's well worth seeing but I don't think you'll have time.
It will be a full day trip or a 2/3 day trip at the very least. If you left Boston early on Saturday you could go to Newport then go to Chatham but it would be a long day.
I wouldn't be too concerned about rush hour traffic. Even if you go on a weekday. From Boston you'd take Rt. 24 South from I-93 to Newport and most of the traffic to Providence is on Rt. I-95. If you go on Saturday it will not be an issue for you.
