I transported my infant in Chicago cabs with no fuss whatsoever. In fact, we brought him home from the hospital in a cab. The nurse accompanied us to the taxi to make sure he was properly strapped into a safe carseat. You just need an infant-only carseat (the "bucket" sort mentioned earlier)--it straps in easily with the seatbelt. It really is no problem at all.

Cabs will not have car seats - but they can reserve a car service car that does have them (but need to be sure for a newborn).
The problem with that is the cost. Any savings on a hotel may be eaten up by car service. I would just get the best hotel deal closest t o where they need to be and bring their own car, car seat and stroller and walk to wherever.
