I am giving you the name of a guest house.
I have not stayed there myself but it was mentioned to me by someone who stays there often.
The Leo House, 332 West 23rd Street.
Telephone 212-929-1010. Fax 212-366-6801.
Reservation 1-800-732-2438 but they ask that you make reservations by fax or mail unless your stay is before the next 30 days.
My info says that the rooms all have wash basins and toilets for $90 or wash basins, toilets and showers for $100 for two.
Just a suggestion since you are looking for budget rooms.

last year, my husband and I drove to secaucus/meadowlands, parked our car and took the bus in (15 min less than$5). We stayed at the courtyard twice, next door is embassy suites. There are 4 hotels clustered together, the bus stop is across the street from the hotel.
It was convenient and easy (IF you avoid rush hour5-7 pm.)
