If Budget is not an issue, I like the Four Seasons Biltmore Resort in the Montecito area.

Recently I stayed at the Santa Barbara Inn - it was very good. Although if prices isn't a concern, the Biltmore hands down. Also, the Fess Parker Doubletree looked quite nice.

Harbor View Inn is great, if not available or above your budget, try The Eagle Inn.

I agree that the Harbor View is great. The rooms on the 2nd floor have cathedral ceilings, and are very nice.

Just got back this week and stayed at the Inn of the Spanish Garden.. couldn't say enought about it.
Stayed in the King Executive.
3 blocks from state street in a quiet residential area.. Courtyard was lovely. Staff very accomodating and breakfast was a treat..
