I don't think it's a "voting" thing on Insta. I think it's the number of tags, so the posters actually have to BE there. I don't see how that's an in-joke.

I went to HWOF once. It was 1990 +- one year and what I remember the most (the only thing I remember, really) was the, umm ... people in costumes ..., some of whom were a bit aggressively seeking pay-for-photo.

Oh, and the GC Theater was something, as opposed to nothing. It had some interesting stars out front, anyway.
