I don't know for sure, but rather doubt it. I suspect you don't have a US bank account, is that correct? Because if you did, they might do it although it would take a while.
Otherwise, I'd say your best bet is in some large international city, like NYC or Washington DC. They do have a Ghanaian community in DC, so maybe, although I still doubt it. You'd have to call one of the major foreign exchange offices to ask, but right now most are closed. This is a very b ad time to try to do this because most are closed. Just google "foreign currency exchange new york" or something like that.
Travelex has an office at the World Bank in DC, you could call them to ask. They charge very high fees, I hope you aren't expecting to get interbank rate. I presume you are a Ghana citizen, in which case, why not try calling the embassy in DC or the consulate in NY and ask them? If possible, they should know.
