On our way home from New Orelans, I picked up a whole muffaletta to go from Central Grocery. We had no problems whatsoever getting it past the TSA, and we quickly made it disappear while waiting to board the flight.

If you need ice packs, use bagged frozen vegetables instead. Peas and corn are especially good because of their small, uniform size pieces.
