I also love OBX. We have rented a six bedroom house for the last 10 years in the "Corolla Light" development very close to the Corolla lighthouse. This complex is really nice because it has two outdoor pools (one right next to the ocean), kids activities, tennis courts (indoor and outdoor), and a playground and shuffle board. They also have an indoor pool - a key feature for rainy days. The location is great - near the VA end of OBX and close to the Food Lion and movie theater, a rarity on OBX. The beach is stunning and there are plenty of restaurants close by. We have typically had 18-20 people, half children, and everyone has had a bed. We rent through Corolla Classic Vacations but ResortQuest also has a lot of availability in Corolla Light. You pay a little more for this area but it is well worth it for all the amenities. We have been very happy staying a block or two off the beach. They have a shuttle that runs throughout the complex.

I definitely like Topsail Island, but am not sure you'd find one house large enough for that many folks. As someone mentioned Pawley's Island, that is also a very good destination. You may want to check out the mainland area of Litchfield which is close by, but would probably have larger houses to rent. The Pawley's area is only about 20-25 minutes from Myrtle Beach, which has more kid activities than the Outer Banks has available. There's also more restaurant options, especially in Murrell's Inlet (check out Lee's Seafood Kitchen).

I will be vacationing with my family on Topsail Island in the very modern oceanfront Captain's Quarters the week of July 4th, rented by Bryson and Associates. It has four bedrooms, officially sleeps twelve, and rents for $ 2600 a week at that time of the year. Century 21 of Topsail rents a cottage that sleeps 22 but it goes for $ 4275 in season.
You may want to rent two homes that are next door. On Topsail, two of the Ward Realty cottages that I've rented had several bunk beds- the old Wills Cottage (since renamed) and Chez Nous. both rented for about $ 1600 in season.

As an owner of a rental home, I just want to mention that most rental companies are very strict about adhering to house capacities. If you have 19 people regardless of their ages, stick to a house that can accomodate that number. Some rental cos. will evict you without a refund if you break the rules.

lovestotog is correct. Most rental contracts I've read do detail that you can be evicted if you have over your capacity limit. However, unless you are loud or cause trouble, I have found that most rental companies would rather not see you until check out time. It's a busy business, especially in the summer.
