Neither. The best way to get your euros is to use the ATM once you arrive in Austria. Exchanging at a bank or exchange facility, either here or there, is by far the most costly way to do business. Call your bank and let them know you will be using your ATM card overseas.

If you feel you must have some money when you arrive change a small amount - no more than $100 at the brueau de change in your departure airport.
When there use you credit cards as much as possible and pull walking around money from ATMS (linked to a checking - not savings - account) to get by far the best rates of exchange.
