Start out by taking a look at www.vacationstogo.com You might also consider visiting individual smaller cruise ship websites and get on their e-mail notification lists for special cruise offerings. Also, don't forget to contact a local travel agent to see if their agency is aware of any current cruise incentives.
As gail pointed out, it's only a bargin cruise if there's a reason for 'the sale'. Keep that in mind when considering your options.

You can try www.cruisecompete.com I used them once and the price was a few dollars lower than others. Agents try to compete for your business.
