Try a local or national credit union. Some only charge a 1% pass thru fee. I am a member of PFCU https://www.penfed.org/index.asp ... the last time I used their Visa Card out of the US there was no o/s transaction fees. That was a year or so ago. This topic has been beaten to death on both the US and Europe boards. Do a search.
It boils down to Capitol One and the AAA MBNA (only AAA by contract). All credit cards pass the 1% conversion fee from Visa or Master Card. It is then up to the indivdual banks to add on or not. For example, Citbank adds another 2% for doing absolutely nothing. Most MBNA cards do the same since B of A bought them. As I said, the AAA MBNA does not. I just talked to them and they have a contract that stipulates no additional add-on fee.
