Have to agree that the Empress has one of the best views in Chinatown - and the food is good as well. It's a little formal in that the servers will dish up parts of your meal table-side (i.e. serving up soup from a tureen, etc.).

Yank Sing at the Rincon Center has really good Dim Sum, but is very expensive. They make one of the best xiao long baos (steamed Shanghainese dumplings).
R&G Lounge on Kearny and Commercial has good seafood and cantonese style dinners. It's especially good for banquets, but still can be expensive. I think Chowhound has some good recommendations as Michael said.
