Look at taking the METRA train. It's been YEARS since I was at GLakes NTC, but can assure you the station is not far from the Navy base. Is it a new recruit you're visiting?

Took METRA trains last summer between Chicago & Aurora. $5 pass on weekends allows unlimited travel Saturday & Sunday.

Just follow the signs to "Trains to City." The train leaves from the lower-basement level of the parking garage area, which is in the center of terminals 1,2, and 3.
