According to the website, there will be free trolley service to Millennium Park Garage. This is on the east side of downtown, walking distance from the stores and theatres in the Loop.

If the people who want to go downtown are walkers, it's not a bad walk to Michigan Ave. from Navy Pier unless the weather is bad. And according to the Navy Pier web site:

Check the city of Chicago's web site. I don't believe the free trolley will run again until summer. However, the #29 State Street bus will take you into the loop. The #66 will take you to Water Tower Place. Check
