Woodbury commons is a huge shopping complex with many, many outlet stores. Each label has it's own store. Century 21 is a discount department store, primarily clothes, but also some housewares and bed & bath. C21 carries a variety of designer lables, both high end and low end but not huge collections of any in particular. It is located in the Financial District, across from the WTC site. There are some other discount stores in Manhattan such as Daffy's, Sym's, Burlington, etc, many of these are in multiple locations. The C21 website is http://www.c21stores.com/

Both Century 21 and the Woodbury outlets are (like most discount shops) somewhat hit or miss. You could pop in Century 21 (if you planned on going to Ground Zero, its right there), and if you don't find anything, take the trip to Woodbury.. In my opinion, if its a beautiful fall day, i love walking around Woodbury (its in a scenic area with colorful trees in the fall and its all outside), and so even if i don't get any bargains, its worth the trip for me.
Of course if your trip to NYC is a short one, I am not so sure its worth the time spent outside the city.

Persoanlly I think Loehmann's is the best place to buy discount designer clothing. I've found everthing from Betsey Johnson to Lily Pulitzer there. Daffy's has great finds too. The key to both is to keep digging, and eventually you'll find something.
