You might be a little crazy to do it in the winter - it may be windy and freezing cold! There will be thousands of people crossing the bridge, mainly other tourists. The biggest safety issue is bicycles - if you don't want to get hit by one, stay on the south side of the walkway, out of the bike lane.
The walk takes about 15-20 minutes.
I live right at the end of the Bridge on the Brooklyn side. It's a safe area.

Once you walk over the bridge and reach Brooklyn, you may wish to walk a few more blocks west, down Montegue Ave. to the Brooklyn Promenade for "killer" views of lower Manhatten and the Statue of Liberty. You won't be sorry!!! Very safe and even ritzy area: Brooklyn Heights.
