Recent reports is that the Rio's buffet has gone WAY downhill ever since Harrah's took over as owners of the hotel.
Bad has also been used to describe Circus Circus, Holiday Inn Boardwalk, and (surprise) Treasure Island.
Although could be costly, Paris, Alladin, Mirage, and Bellagio always seem to get high marks.
Lastly, i've heard the San Remo (slightly off the strip near NYNY/MGM/Trop) has the best value breakfast buffet (2 for 1 coupons can often be found) and has included made to order omelettes.

Go to A2ZLasVegas for ratings of all the buffets and reader comments.
For food deals, I, to, thought the Sahara brunch was a teriffic deal but don't expect great atmosphere or gourmet food. But lots of variety and at a great price.
Best breakfast deal=Arizona Charleys. You get an 8 oz surloin steak or full slice of ham(huge), potatoes, bread, eggs for something like $2.99. Drink is extra and you need a car to get there from the strip. The breakfast special is served all day long.
My favorite buffet is the Mirage. As good as they get at a very good price. Half the price of Bellagio. Golden Nugget is good but variety is limited and the wait can be very long.
Orleans is much better than the Rio but again hard to get to without a car. The place is always full of locals. I also thought the Station casinos weren't bad but they do not have the fancier more expensive foods they do on the strip.

Please disregard comments from anyone who says the Rio's buffet is "the best in Las Vegas". Such comments indicate either lack of recent experience or limited overall experience.
Rio was best back in the days before the Bellagio and other high end hotels were built.

I agree about the Rio. Someone we know works there and told us Buffet costs have been cut back 40% when the corporation restructured a year or so ago. It was a big mistake, the Casino itself is not doing as well either. Sometimes a winning formula should not be changed. BTW, as residents, we agree that the Bellagio is best, followed by the Paris and then the Alladin. A super cheap buffet that's still enjoyable is at the Mirage. Off the strip Casinos have steak & eggs for $2.99 moonlight specials and other 99 cent breakfast deals. Have fun!

Sorry about recommending the Rio-I personally do not go to buffets, but having stayed at the Rio often, I cannot help but notice the amazingly long lines of people waiting to get in to the seafood buffet starting around 4:00-to be first in line, I guess? Anyway, the Rio is also listed as best buffet on the NEON guide to Las Vegas Best of 2000-2001..Neon being the Las Vegas newspapers entertainment newspaper, you can get it online.

You can find some in the free magazines found at the airport and at various hotel lobbies.
MANY are also given out inside the each hotel's casino "funbook" which you usually get for joining their slot club.
There is also a website, www.billhere.com , which lists coupons available and he will mail them to you for a (slight) handling charge. It's a good website to at least check out in order to have an idea of what type of coupons are available.

Most knowledgeable visitors rate Bellagio and Alladin buffets at the highest quality. The Las Vegas Advisor currently rates the newly remodeled Gold Coast (Flamingo west of the Strip) buffet as a top ten value. Breakfast is temporarily priced @ $2.95 and dinner @ $7.95. There is a free shuttle from the Barbary Coast.
