San Francisco + B&B + free parking would be a pretty difficult thing to find. Most would have either on-street parking (always an iffy proposition) or paid parking.
Are you sure you need a car? Or are you driving your own car to SF? Good luck - maybe someone has an idea.

Hello krowe, I never stay in B&B's in SF or actually anywhere so I can't offer any suggestions.
But I went onto Google and typed in B&B's, San Francisco, CA and a lot of websites came up.
Here is one to get you started. You might want to go onto Google to see what else if anything in your priced range is avaialble. I agree with janisj, you don't really need a car in SF but if you are driving to SF you will of course have one.

There are dozens of B&Bs in the Noe Valley. Much of the Noe Valley west of Church St does not have "restricted" parking - so you can park free as long as you want, except for the 3-4 hrs or so once a week when they clean the street and you have to move your car across the street the night before.

I've never stayed in any them - but I lived in the Noe Valley for 7 years & I'm familiar with the various locations. My choice would be the Hidden Cottage. One block from 24th street - where there are dozens of restaurants, cafes, shopping, etc. Three blocks from the J-Church Muni Metro which will take you downtown in less than 20 mins (great views from the east side of the trolly).

OK - Here are another 3 to consider - all in good locations. In order of location preference
Noe's Nest - 2 blocks from Hidden Cottage on other side of 24th st. No restricted parking there.
Dolores Place - probably no restricted parking - but the closer you get to Dolores, it's tougher to find a parking place - you may have to park 1 block or more away.
Garden Cottage - may or may not have restricted parking. If so, there is unrestricted parking 1 block away to the west. Incanto (my favorite Italian restaurant in SF) is 1 block away on Church & Duncan.
