Here is the Forest Service site with road conditions-they say it will be open by end of June. It's better to actually call the ranger stations, though-the web sites are notorious for having out of date info. It's even better to look at some of our local hiking web sites (ask if you're interested) if you need trail/road condition info.

Here, you can either search the "trip reports" too see if anyone has been to your intended destination, or, you can ask about road/trail conditions in "PNW trail talk."

On this site you can search recent trip posts by region, so you can check "North Cascades" to look for road and trail conditions. They probably won't say "Artist's Point"-look for some of the hikes that start from that area, like Table Mountain, Lake Ann, Chain Lakes.
